摘要
我国香港法定图则土地用途分类与大陆城市用地分类体系有很大的不同。前者遵循双向逻辑,重在对规划意向的界定,将城市视作一个动态的有机体,采用过程性控制的管理方法;而后者遵循单向逻辑,重在对规划范围的界定,将城市视作一个静态的有机体,采用蓝图式控制的管理方法。在市场经济体制下,面对城市的快速发展,如何增强对城市动态本质的认识,将弹性控制、可持续发展、生态保护等理念纳入到用地分类体系之中,精简不必要的用地分类和规划过程,建立起一套行之有效的控制和管理机制,这才是问题的根本。
There is great difference between Hong Kong and Chinese mainland land classification system. The former stresses the definition of planning intention by bilateral logic viewing the city as a dynamic organism by progressive control; the latter emphasizes the definition of planning area by unilateral logic viewing the city as a static organism by blueprint control. Under the market economy system, the key to the solution is to improve the recognition of city as a dynamic organism, flexible control, sustainable development, ecology conservation shall be incorporated into classification of land, and unnecessary land classification and planning process shall be eliminated.
