摘要
日本自1919年首部《都市计划法》颁布至今,近百年来逐渐构建起较为完备的多目标导向、多维度管理的复合用地分类体系,有效地保障了土地资源的集约、高效利用。本文在梳理日本规划体系的基础上,分析其土地使用分类的构成特征和运行机制,进而基于中日两国城乡规划管理的共同出发点,提出对我国城乡用地分类体系调整的启示与建议。
Since the first "Urban Planning Law" was announced in 1919, Japan gradually builds up a complete and compound multi-level land- use classification system in a hundred years, which effectively guarantee intensive and effective utilization of land resources. Based on the research of Japan urban planning system, this paper analyzes the structure and operation mechanism of land-use classification, and puts forward the revelation and suggestions for adjustment of China urban and rural land-use classification system on the basis of the commons between China and Japan urban planning management.
