摘要
社会保障作为一种制度安排,其属性当归社会经济制度,虽然其亦有明确的伦理、政治价值内涵,但其作为社会经济利益的分配制度属性确然。本文通过厘清与其直接相关的干预主义与自由主义主要流派之立场,以揭示各派对社会保障(制度)的共同支持性。
