摘要
农民问题是"三农"困局的核心。"三农"问题的根源在于农民低水平的政治参与所导致的权利缺失。将农民组织起来是解决"三农"问题的根本出路。处于社会需求与政府需求的结合点之上的农民合作组织,易形成数量优势,是当前培养农民政治参与能力的重要渠道,将其作为农民组织发展的突破口,是全面破解"三农"困局的现实选择。
The core of the ＂Three Rural Issues＂——agriculture, peasantry and rural areas——is peasantry. The cause of the ＂Three Rural Issues＂ lies in the low level of the peasantry＇s political participation, which results in their lack of rights. Therefore, to organize the peasantry is the fundamental solution to the ＂Three Rural Issues＂. In the combination of the social need and the governmental need, the Peasantry＇ s Cooperative Organization can easily form a population advantage and become an important current channel to fostering the peasantry＇ s ability to participate in politics. Furthermore, to take the Peasantry＇ s Cooperative Organization as a breakthrough of the development of the Peasantry is a realistic choice of completely going out of the dilemma of the ＂Three Rural Issues＂.
