摘要
在农村的集体决策机制中,投票法则是一种被普遍采用的少数服从多数的多数决法则。可是在农村集体决策过程中,在利用这一机制的时候,容易产生一种现象,那就是少数控制决策程序的人能够凭借其拥有的职权,改变决策的最终结果,从而让他们能够使得最终投票结果符合自己的意愿。对我国农村基层决策权利现状进行了分析,提出解决上述问题的办法。
Majority rule is a common acceptable principle in collective decision in rural area. At the same time, it is obvious that this principle has a big limitation. Some people who control the rule of voting can change the results of the vote. The purpose of this paper is to analyze the state of policy-making right in Chinese rural area and give some advice to solve the above-mentioned problem.
