摘要
本文详细分析了中国农村基层政治生活中派系竞争的正面功能 ,如参与动员功能、理性示范功能、社区整合功能、制度导入功能及制度创新功能。正是这些民主功能赋予了派系竞争在当前中国农村基层政治生活中存在的一定合理性。但与此同时 ,派系竞争中显现的一些非制度因素也会对农村基层的政治稳定和国家对乡村的调控产生一定的负面影响。如何通过具体的制度设计和政治技巧使之趋利避害 ,本文提出了几点对策建议。
The paper discuss the rural politics relationship and contradiction that about the village’s Party organization and “villagers’ self-government” organizations, villager committee and villager conference, between villager and the village manager, and basic government power and self-government organization from the Law and System. The Low tries hard to re-structure rural democratic politics relationship, however the relationship adjustment have to meet with the change and the resistance of power and interests. Raising the ability of government and rural managers’ mentality is the key of new rural (democratic) politics developing at present.
