摘要
目前,招投标已成为高校基建项目和物资采购的重要方式,但在高校招投标的实际运作中,存在着招投标运作不规范、评标机构人员构成不科学等问题,其原因在于招投标监督机制不完善、相关法律法规不健全和评标人员业务素质低下等。高校应当从加强评标队伍建设、健全高校招投标监督机制、规范监督流程等方面来提高高校招投标活动的公开性、公平性。
The tender has become the important pattern which the universities purchases, but in the universities tender actual operation, there are many Problems. For example, the constitution of Bid Assessment organization is not scientific; the operation of tender person and tenderer is not standard etc. So we should make the teams of universities Bid Assessment stronger, construct the universities supervise mechanism more scientific, strengthen the legislation of bidding laws and regulations so as to make biding and tendering in higher education more open and fair.
