摘要
近年来,我国高校的发展速度加快,招生数量逐年扩大,原有的教学科研和基础设施建设已不能满足教育事业的发展需要。“大兴土木”已成为高校的一道“亮丽风景”。如何在现有条件的基础上,加强基本建设管理,充分挖掘潜力,促进投资效益最大化,使有限资金用在刀刃上,最大限度地改善教学、科研和居住的环境是摆在高校基建管理人员面前的一道重要命题。高校建设工程具有工期要求短,质量和安全要求高的特点,推行招投标有利于规范竞争行为,减少腐败发生概率,节省工程开支,提高工程质量,缩短工程期。本文简要介绍了我国高校建设工程招投标的特点,分析了当前高校招投标活动中存在的问题,并提出了进一步加强高校招投标监督与管理的一些建议。
