摘要
高校在物资设备招标采购中,虽然已经响应《招标投标法》与《政府采购法》的有关制度、操作程序和监督方式,但对现实中存在的许多问题及其发生的原因不够重视。如不进行深入剖析,研究对策,完善招标采购制度,规范操作流程,加强监督管理,将会导致人们对招投标的可信度大大降低。为提高招标采购的效果,应对采购方式的选择、标底设定的合理性、评标办法的科学运用进行切合实际的研究。
When purchasing the equipments, according to the rules, operation steps, and supervised means of "Tender Law" and "Government procurement Law", many universities still face a number of problems, and do not deal with them seriously enough. And the reliability of the advertised bidding will be significantly reduced if we do not pay attention to these existing problems. To handle the problems, it is necessary to work out the efficient methods to perfect the tender rules, operation steps, and supervised management.
