摘要
援助外交是外交的特殊形式,是主权国家的政治行为。它包括通过外交渠道争取或实施援助,以及通过援助实施外交政策两个方面的内容。援助外交不仅受国际和国内环境的影响,也受一个国家意识形态、指导思想和总体外交政策的影响。冷战结束以后的援助外交在保持其政治本质的基础上,在内容上以经济援助为主,在形式和援助渠道上以多边援助为主,在目标上人道主义援助越来越突出。
Foreign aid diplomacy,a political behavior of sovereign state,is a special form of diplomacy.It has two major forms:one is gaining foreign aid or providing foreign aid through diplomatic means,the other is implementing diplomatic goals through foreign aid.Foreign aid diplomacy is not only conditioned by the internal and external context of the actors of this policy,but also influenced by the ideology,guiding principles,as well as general foreign policy of the relevant country.While maintaining its political nature,foreign aid diplomacy after the end of the Cold War manifests some new features,including economic aid being the major content of foreign aid,multilateral aid becoming the major means and channels,and humanitarian aid becoming increasingly evident.
