摘要
现行的城市土地市场中,常常只注重对一个城市内部的定级与基准地价评估,而缺乏宏观调控城镇土地价格的分等研究。通过探讨城镇土地分等的影响因素与技术思路,以江苏省64个地级市、县级市和县城镇为研究样本,根据实际情况选用了6类因素共20个指标进行实证研究;以层次分析法确定权重,数轴法初步划分等别,经基准地价验证,最终把64个城镇划分为六个等别;经对分等结果的进一步分析,探索了江苏省城镇土地等别分布的地域特点及组合规律等;最后对分等因素的选择进行了讨论,并提出了政策建议。
More importance has been attached to the grading and land price evaluation of a city than to the gradation of different cities in the present land market. This paper discusses the main factors influencing urban land grading and then chooses 64 middle or small cities in Jiangsu Province for empirical analyses. Six factors and 20 indexes are selected for synthetical evaluation. The result of the research indicates that the land of the 64 cities in Jiangsu Province can be divided into 6 grades. The paper also makes an analysis of the distribution of grades in different belts, in different groups of sizes and in city proper and offers some advice for the policy making based on a discussion of the characteristics and laws of urban land distribution of the province.
