摘要
社会转型时期我国行政道德建设在党和政府的高度重视下,虽然取得了很大的成效,但行政人员行政道德失范现象依旧严重。行政道德失范既与行政主体自身素质有关,也与市场经济的负面影响、行政体制和法规制度不完善等外部因素相联。行政道德建设,不仅要在思想上充分认识其重要性,而且要加快行政体制改革,加快行政伦理立法,加强群众监督,加强思想教育,同时整顿与道德建设有关的社会秩序。
The administrative morality building has achieved a great deal during the social transferring period with the Party and government′s attention, but there are still some serious immoral behaviors. Such phenomenon is not only related with administrative body itself, but also with the negative influence of the market economy, administrative system and legal system. So we must not only recognize the im- portance of the morality building in political theory, but also need to advance the administrative system reform and legislation, and strengthen the public supervision, morality education, at the mean time, we must rectify the social order relating to morality building.
