摘要
在对初级医疗机构服务特征进行分析的基础上,探讨医疗服务层级体系的结构与功能演化以及由此所带来的社会后果,尤其是在医疗费用、公平性和可及性以及配置效率等方面的负面后果,并以此为依据提出合理构建医疗服务体系的结构与功能、规范医疗服务层级体系的政策框架。
To discusses evolvement of structure and function of layered medical service system and social sequent, especially negative sequent in medical expenditure, equity and access, allocative efficiency aspects, which caused by the evolvement on basis of analyzing service character of primary medical organization, According as analyzing, the paper puts forward policy framework of establishing structure and function of medical service system reasonably and regulating layered medical service system.
