摘要
人力资本对经济发展的贡献已经得到广泛的认同,滨海新区的开发开放必然需要人力资本的参与,人力资本的价值实现也需要把握这样的机遇。由于信息不对称,人力资本供应者和需求者之间需要联结的纽带,人力资本运营的目的恰在于联结供需双方,从整个社会看,能够节约成本创造更多价值。滨海新区开发开放应突破以往只关注企业人力资本开发的视野,把人力资本开发放在整个社会及市场环境下运营,致力于构建滨海新区人力资本运营系统,提高滨海新区人力资本的运营效率,为滨海新区的开发开放提供智力支持。
It has been widely accepted that human capital contributes to economic development. It is necessary for human capital to be involved in development and opening up of Binhai New Area, whereas human capital also needs such opprtunity to realize its value. Due to the asymmetry of information, a tie is meeded for human capital between supply and demand. Human capiatal operation is just aimed to lind up the supply and demand. In general, human capital operation can save cost and create new value at a social leve. With the development and opening up of Binhai New Area, human capital exploitation should be operated in the entire social enviromment rather than focusing only on enterprise human capital as before. By constructing a human capital operation system,it can improve the efficiency of human resources operation,and provide intellectual support for Binnai New Area.
