摘要
建设高水平的应急指挥系统是政府提高突发公共事件应对和防范能力的有效举措,江苏省正在为此进行相应的部署。讨论了江苏建设省级综合性应急指挥系统的必要性、可行性,分析了对省应急指挥系统建设的基本认识,探讨了省应急指挥系统建设的基本原则,阐述了系统建设的目标和要求,为江苏建设应急指挥系统提供了明确的思路和全面的决策依据。
It is an effective preventive measure for the government to enhance guard and response abilities to construct high level response command system. Jiangsu Province is carrying on the corresponding deployment for it. This paper, with the discussion of the necessity and feasibility for Jiangsu Province to construct provincial level comprehensive response command system, analyzes the basic understanding about the construction of the provincial response command system, probes the basic principle of the construction of the response command system, and elaborates the goal and the request of system construction, which provides with explicit mentality and the compre- hensive policy-making basis for Jiangsu Province to construct response command system.
