摘要
日本是一个自然灾害频仍的岛国。加之近年来发生的一系列人为突发性事件,给日本的经济社会带来了严重影响。为了把"天灾人祸"的损失降到最低程度,日本政府自20世纪90年代以来,不断加强灾害管理,建立起一套从中央到地方较有特色、也较为成功的应对突发灾害的快速反应机制。实践证明,日本的这种有效的管理机制在应对天灾人祸等突发性事件中发挥了很好的作用。
Japan is an island country beset with nat- ural disasters.Besides,a series of man-made incidents occurred unexpectedly in Japan, which has added further negative impact on Japan's,society and economy.To reduce to the minimum the loss of the disasters,either natu- ral or man-made,the Japanese government has made continuous efforts in disaster manage- ment since 1990's and created an effective and timely responsive mechanism against disasters on both central and local levels.It has been well proved that this disaster management mechanism has played an effective role in counteracting disasters of any kind.
