摘要 对传媒制度绩效的评价不如社会经济发展综合评价那样容易实现,却又是一件需要花大力气进行深入研究的工作。只有对传媒制度的绩效诉诸于全面、系统的考量,才能了解和把握传媒业在制度设置和制度安排中实际取得的效果以及可能存在的问题,从而对合理调控传媒与正确制订管理措施起到积极的推动作用。对传媒制度的绩效评价,需要参照制度评价、制度绩效分析的基本理论,同时要结合中国传媒业的内在特征,使用客观评价与主观评价相结合的思路以及相应的方法,构建一个适合中国国情的传媒制度绩效评价体系。 Only that we make an overall performance assessment on the media institution, we can understand the question of establishment and the arrangement in the institution, and grasp the effect which actually the media industry may exist, Thus we can play the positive impetus role to regulate reasonably the media and make correctly management measure. To assess the performance of the media institution needs to refer to the elementary theory of the institution appraisal, the institution performance analysis, and simultaneously must integrate the Chinese media industry intrinsic characteristic, using the train of thought as well as corresponding method combined the subjective assessment with the objective assessment, to construct appraising system about the media institution performence which suits the Chinese national condition.
