摘要
2005年以来节约型城市规划为众多城市政府所倡导,但有关什么是节约、节约的主体是谁、为什么城市规划不节约等问题并没有得到理清,节约型城市规划的实施效果并不理想。城市规划是否节约除考虑土地的经济绩效外,还更应关注社会公平和代际公平。政府官员的激励机制错位和监管机制缺失是造成城市规划不节约的制度原因。建立城市规划监管、财政预算质询机制及区域财税保障制度等是促使城市规划走向节约的有效途径。
Resource-saving urban planning has been put forward since 2005 without positive effects because the local govemment didn＇t clear what is the saving, why the traditional urban planning is extravagant, etc. Although the evaluation about urban planning mainly based on the land use efficiency, it would be more important for social equity and the sustainable development. The paper found that the luxurious urban planning resulted from the non-rational encouragement mechanism for the govemment and the absence of supervision. It is necessary to building public supervision mechanism, the inquiry for financial plan, and the construction of regional revenue system.
