摘要
从制度的层次分析中国城市政策和小城镇战略的背景、依据和局限。提出通过改进以土地流转制度为核心的城市化思路 ,将传统的围绕城市等级规模作文章的学术方向 ,转向如何最大限度改进微观经济要素 (土地、人员 )
This paper analyzes, from the institutional point of view, the background, foundation and limitation of the Chinese urban policies and the small town development strategy. It put forward an approach for Chinese urbanization focused on improving the system of land use right transfer. The author also points out that the academic research should shift from the city scale oriented studies towards the study on the mobility maximization of micro economic factors such as land and people.
