摘要
本文的主旨在于阐述古希腊民主政治和现代西方民主政治的一些根本性差别。文章力图说明,当今知识界对于雅典为代表的希腊民主政治的某些流行看法——例如古代民主“幼稚”、“短命”、甚至是暴民统治——在很大程度上带着明显的现代人的偏见。实际上雅典民主政治是一套稳固而行之有效的政治制度,正是在民主政治之下雅典将希腊文化推向了一个高峰。毋宁说,古代民主和现代民主政治的根本不同在于对于何谓民主、对于大众与精英关系的不同理解,以及对于个人自由所持的不同态度。
There are many problems in democratic politics in ancient and modern times.The ancient democratic politics referred to by this paper made the democratic system of Athens in the Classic period as a model,the fundamental principle of which was political equality.Modern democratic system usually practices the so-called “Representative Democratic System”.If the former is regarded as mass politics,then the latter is elite politics.Democratic system of Athens tolerated the individual freedom which succumbed to the freedom of collectivity or community.In modern times,under the democratic system in the west,most of the common citizens are actually not involved in politics and individual freedom is highlighted.
