摘要
根据利益与权力的辩证关系,地方政府有着追求并强化自身利益和权力的内在需求,这一需求是地方政府行政权力变革的根本动力所在。中央政府的行政权力变革取向、地方政府的权力扩张倾向与区域市场自由化构成了地方政府行政权力变革的基本动力结构。三者之间的互动关系形成了这种动力结构的内在机制,在这种机制的作用下,地方政府行政权力变革呈现出不同的类型。
According to the dialectical relation of interest and power, the local government has an inner requirement for seeking and strengthening its interest and power, which exactly produces the fundamental impetus for the change in the administrative power of the local government. This fundamental impetus consists of the orientation of the change in the Central Government, the trend of the enlargement in the local government and the liberalization of regional markets. And the interaction among the three factors forms its inner mechanism. Under the affection of the mechanism, there appear different types of changes for the administrative power in the local government. But, due to the existing structure of the political system, and with the development of the local economy, all types of local governments can enlarge their administrative powers. It is a general tendency.
