环境污染损害的特殊性决定了其所涉及的利益关系的复杂性.做好环境污染损害赔偿中的利益衡量是"可持续发展"这一环境法核心价值理念对环境污染损害赔偿制度的必然要求和直接体现,对于实现社会效益,经济效益和环境效益的统一具有重大意义.
The speciality of environmental damage determines the complicated interests it involves. Blancing the equities of environmental damage compensation is the request of sustainable development which is the objective of environmental law, It is very important to the uniform of social interests, economic benefits and environmental returns.
