摘要
恰当的大学制度是促进大学的外部环境优化和内部生态系统进化的制度。它可以分为3个层次:理念层次、理论层次和操作层次。以此为据,透过当前学术界“大学制度”研究的内容,我们会发现大学制度研究层次的匮乏、理念层面研究与理论层面研究和操作层面研究的脱节。而科学的大学制度设计需要大学制度的理念层、理论层与操作层的完整统一。因之,科学的大学制度设计应该以综合分析影响大学发展的生态因子及其作用规律与性质为起点,以积极总结国内各行业先进的管理制度、系统地开展3个制度层次的研究为基本途径,以形成恰当大学制度为归宿。
Appropriate university system is such a system that contributes to improving the external environment and constructing the internal ecology for the university. It consists of three layers： idea system, theoretical systern and practical system. Through the analysis of the fruits of the university system research, we will find that the connotations of the university system is devoid of sense. A scientific university system design needs a complete unity of the three layers of the university system mentioned above. Therefore scientific＇university system designing should begin with the overall analysis of the ecological factors influencing the development of the university and their functioning rules and characters, take it as basic methods that summarize the advanced managing system in other trades actively and study the three layers systematically and regard shaping the ideal university system as the final result.
