摘要
"坚持以人为本、全面、协调、可持续"的科学发展观,为我国科学技术的发展提供了一个新的理论指导,科技的发展进步必须根据这一发展观的要求及时进行调整。同样,为科技发展提供良好外部管理环境的科技立法工作,也必须要遵循这一科学发展观,科技活动作为一种社会活动离不开良好的法律管理环境。本文针对在新的科学发展观时期如何规范科学技术研究、开发以及科技成果的转化利用等科技进步活动,加强科技立法活动及管理,为更好地推进我国科技事业的稳定、持续、协调、有序地发展提出相应的法律管理对策。
Man-oriented, comprehensive, harmonious, and sustainable concept of development provides the new guiding theory for China＇s science and technology development. We have to adjust the development and progress of science and technology to the new concept of development, which also applies to the science legislation that provides the favorable external management environment for the development of science and technology .As a kind of social activity, science activity needs a favorable law management environment. This paper is concentrated on how to regulate the science activities such as the research and exploitation of science and technology , and how to speed up the translation of scientific and technological advances into practical productive forces and widely apply them as well as how to strengthen legislation and management of science during this new period. The paper is aimed at providing law management strategy which can prompt the steady, sustainable, harmonious and orderly development of science and technology cause of china.
