摘要
本文从国家行为营造的社会创新"气候"、创新主体涵养的创新"土壤"和源于科学家本身的创新"基因"3个层面研究分析了一些世界科技发达国家的创新实践,以期从中获得有益的启示与借鉴。
This paper examines the scientific and technological innovations in some developed countries,from the aspects of social environment,organizational management and the scientist＇s creation,to obtain useful revelations from them.
