摘要
采用文献资料法和专家访谈等研究方法,就经营城市方式在我国场馆设施融资中的应用等问题进行研究。认为:场馆设施运用经营城市方式融资具有其可行性和一定的积极意义,政府在其中的角色应定位于场馆设施发展规划的制定者、资产经营的组织者和场馆设施的提供者等职能,提出场馆设施经营城市融资的主要运作方式有资产置换、土地经营、通过PPP等方式吸引民间资本参与场馆设施的投资与建设、有偿转让现有场馆设施的经营权和场馆设施的无形资产运营等,重视增量资产和有形资产的运营,忽视存量资产和无形资产的运营、依赖城市土地经营,轻视场馆设施运营等是当前我国场馆设施经营城市融资实践中存在的主要问题,提出发挥政府主导作用,吸引市场主体参与场馆设施投资与建设、更新政府观念,注重存量资产运营、提高场馆设施的经营管理水平,拓宽投资回报渠道等建议。
By applying the methods of the documents and interviewing the expert, it analyses the model of city operation, which used in the financing of the venue and facilities. The paper thinks that the model of city operation has its feasibilityand positive rule in applying on the financing of the Venue and facilities, and the government should play the roles of making up the development plans, the organizer of operating the assets, and the supplier of the venue and facilities. It also put forward the main model for the city operation financing, which are the change of the assets, the operation of the soil, attracting the private by the PPP, transiting the rights of operation and operating the intangible assets. On the basis of analyses the existing issues of the practice on the city operation such as stressing the operation of the increased and the tangible assets, ignoring the operation of the existing and the intangible assets and so on, it put forward some advices that it should play the guided role of the government, attract the private,, update the concept, stress the operation of the existing assets, improve the management and operation of the venue and facilities and broaden the channels of the return of the investment, etc.
