摘要
西部地区是我国油气资源储量最丰富的地区之一,但富集的油气资源没有推动西部区域经济的快速发展,西部地区人均国民生产总值长期居于全国中下水平,如何将油气资源开发与区域经济发展有机地结合起来,是我国西部地区经济发展实践中一个亟待解决的课题。本文以全国油气资源富集省份—陕西省为例,通过对油气资源开发活动所产生的投入产出效应、产业关联效应和收入分配效应进行实证研究,探讨了油气资源开发对区域经济发展的拉动效应,分析了西部地区油气资源开发活动与当地经济发展脱节的问题,并在此基础上提出了改进西部油气资源开发产业布局、完善油气资源开发产业链条以规避“资源诅咒”困境的政策建议。
The western region is one of the most abundant reserves of oil and gas resources in China, but the concentration of oil and gas resources did not promote the economic development of the western region. At present, Per capita GNP of the western region is still among the country＇ s middle or lower level. So how to combine the exploitation of oil and gas resources with the regional economic development is the issue needed to be resolved firstly in the economic development practice of China＇ s western region. In order to solve the conjunction question between the exploitation of oil and gas resources and the region economic development, we need to discuss that through what channels the development of oil and gas activities made a stimulating effect on the regional economy. Based on this issue, the article chose Shaanxi province, one of which are riches in oil and gas resources, as the case study. In order to identify the crux of western region＇ s not breaking away effectively from ＂resource curse＂, the article analyzed the input-output effect, the industry linkages effects and the income distribution effect of the exploitation of oil and gas resources. The results show that from 1999 to 2004, the exploitation of crude oil and natural gas resources contributed nearly 20% of GDP of Shaanxi Province. In addition, the industrial connection effect of petrification profession is bigger than that of the petroleum profession. At last, the exploitation of oil and gas not only brought the huge income through the tax revenue to the local authority （according to our calculation, the exploitation of oil and gas in North Shaanxi area paid the resources taxes and fees to the local government 5.4 × 10^8 Yuan in 2005）, but also enhanced the PDI （Per Capita Disposal Income） of the local resident obviously. After the empirical research, the article put forward some countermeasures to improve the industrial layout of the western regional oil ＆ gas curse＂, such as perfecting the industrial chain of Western Region. resources industries in order to evade the ＂resource the petroleum and the petrification industries in the Western Region.
