摘要
在全面梳理我国社会保障制度的基础上,通过社会福利和社会保险两个层次对社会保障制度存在的不公平进行分析,指出保障对象间、地区间及管理主体间的不公平对就业的影响,揭示出现行社会保障制度与促进就业之间的不协调,进而提出完善社会保障公平制度建设的政策建议。
On the basis of fully sorted out China' s social security system,the paper deals with the impact of the unfair of insurants, areas and administrations on employment through analysis of the social security system from social welfare and social insurance. In order to change the mismatch between social security system with the object of employment promotion of Chinese government, the writer propose a plan for improving the social security system to promote employment.
