摘要
贫困问题,尤其是农村的贫困问题一直都是阻碍我国经济进一步腾飞的关键问题。要想消除农村贫困,有效的措施是建立农村最低生活保障制度。目前,农村最低生活保障制度的建设已经在全国范围内铺开,但尚不具备稳定性、规范性。要想构建起我国规范的、稳定的农村最低生活保障制度,极其重要的一点就是必须根据不同地区、不同贫困人口选择不同的农村最低生活保障方式。鉴于此,本文从对农村低保方式的类型和发放原则的分析入手,研究如何合理地选择农村贫困人口最低生活保障方式。
The problems of poverty, especially in rural areas, has been the key issues that further hampers China＇s economic takeoff. In order to eradicate rural poverty, the effective measures is to establish the rural minimum livelihood guarantee system. At present, the building of the rural minimum livelihood guarantee system has been under way in China nationwide, but does not have stable norm. To build a standard, stable minimum livelihood guarantee system in our country＇s rural areas, an extremely important point is choosing different forms of the rural minimum livelihood guarantee system which are based on different regions and different poverty - stricken population. In view of this, this article researchs how to choose forms of the rural minimum livelihood guarantee system reasonably from analyzing the type of the forms and the mode of the principle of payment.
