摘要
本文选择人力资源作为西部中小企业研究的切入点,首先阐述其所处的环境———西部人才状况以及在和大企业、国家事业部门等争夺人才的劣势,在这种现实下,西部中小企业内部拥有初中级人才成为可能,而太难拥有高级人才。在此基础上提出“拿来主义”和“发掘潜力”两种人才观,在分别论证是否可行后得出“发掘潜力”是企业长远发展首选。
With the further development of market economy, small and medium- sized enterprises have become a more and more important strength to mount the economic stage. But at the same time, small and mediumsized enterprises, especially in west, are difficult to develop because of facing the restriction of many factors, such as idea, human resources, financing, technological innovation, and so on. This article selects human resources as breakthrough point of western SMEs study. It explains the environment of SMEs the western talent's state and inferior position of fighting for talents with the big enterprise and national undertaking department, etc. Under this kind of reality, it is possible that western SMEs have intermediate talents. But it is very difficult that they have senior talents. It proposes two personnel ideas on the basis—— "use borrowism" and "potential exploration". After feasible studies, it makes a conclusion that the "potential exploration" was the preferred long- term development of enterprises. Under this premise, it combines with geographical features to analyze how to strengthen human resources management in SMEs and propose some reference.
