摘要
西部地区人才现状及存在的问题主要包括:人才总量不足、分布不均、人才市场管理不规范等方面,主要原因在于西部经济发展落后,人才成长环境差,且人才流失严重。新形势下西部人才开发和利用的对策:树立人才是第一资源的观念、优化人才成长的人文环境、调整和优化人才结构、加强人才市场建设等。
The present situation and problems of capable persons in western region of China were analyzed and discussed in the article.The current conditions and existing questions in the exploitation and utilization of talented people includes unbalance of distribution,insufficient total amount,irregular management.The main reasons could be summed up as backward economy,unhealthy environment and serious brain drain in western China.The countermeasures of transforming the current situation and resolving the problems in exploitation and utilization talents have been put forward in this paper.These measures contained in innovating idea, optimizing environment, respecting talents,thinking highly of capable and virtuous personage, adjusting structure,and strengthening management of talented people.
