摘要
领导干部的观念决定着体制变革和制度创新,在经济发展落后的西部地区,要解决人才流失的问题,依靠体制变革和制度创新是最有效的途径。东西部干部交流促进了观念更新,催新了体制变革和制度创新,为人才营造了良好的发展氛围,推动了西部经济的快速发展,有效促进了西部人才本土化工作。但是,随着体制的改革和社会的进步,东西部干部交流的模式必须进行创新,否则难以保证西部经济发展对人才资源持续增长的需求。
The concept of leaders and carders decides the reforms and innovations in systems. In the less developed areas in western regions, the reforms and innovations in systems are the most efficient ways to solve the problem of talents drain. The exchange has promoted concept innovation, brought about reforms in systems and pushed forward a rapid economic development in western regions under good conditions for talents. These have effectively improved talents localization for western regions. With the progress of structural reforms and development of the society, however, the former models of the exchange must be innovated to ensure the increasing demands of talents in the economic development in western regions.
