摘要
充分认识职业教育和培训对于人的发展和社会发展这两个方面的价值,实施以人力资源开发为目标,以就业、转业、创业能力建设为本的职业教育、职业培训体系建设,是政府扩大就业和治理失业政策的一项重要内容。国外职业教育和职业培训市场化、终身化、综合素质化和国际联合化的趋势为我们提供了经验和启示。
Fully realizing the importance of vocational education and training on human development and the social development, creating a vocational education system and an occupation training system which aims at the development of the human resources, are an important component of government policy to increase the employment and decrease the unemployment. Foreign vocational education and the occupation training marketablization, the life-long, the comprehensive quality and the international combination tendency have provided the experience and the enlightenment to us.
