摘要
冷战期间传统地区主义在欧洲盛行,尽管亚太地区合作所奉行的“新地区主义”有利于发展中国家融入世界经济体系,但也可能在某种程度上损害它们的利益。东亚区域一体化进程启动后,包括中国在内的东亚国家所奉行的“开放地区主义”的理念,既注重区域内的合作,又强调对区域外国家和国际组织的开放。它在某种程度上有回归传统地区主义的色彩,但更是新地区主义的超越。这一理念已成为当今国际关系中的普遍现象,对未来国际秩序的建构将会发挥重要作用。
During the period of the Cold War, traditional regionalism prevailed in Europe. The concept of “new regionalism” was pursued in the process of Asia-Pacific regional cooperation. This concept is relevant to the developing countries involved in the world economic system, but, in the meantime, their national interests, to some extent, might be impaired. After the beginning of East Asian regional integration, countries in the region, including China, adopted the concept of “open regionalism,”which provided guidance in focusing on mutual cooperation in the region and also attached importance to the linkages with the outside powers and regional organizations. The concept of open regionalism is based on traditional regionalism, but, additionally, it has special implications beyond the new regionalism. This concept is regarded as a pragmatic doctrine in other regions of the world as well. Consequently, it will be helpful to create a rational order of international relations.
