摘要
经济活动的和谐是整个社会和谐的基础,经济活动和谐的基本点在于正确处理效率与公平的关系。实现效率与公平的统一,是我国构建社会主义和谐社会的应有之义。党的十六届五中全会也特别指出要“合理调节收入分配”、“注重社会公平”。在当前因不公正而造成的社会贫富差距悬殊等问题影响社会和谐的新情况下,对效率和公平的关系上,应与时俱进地作出相应的调整,实行“效率公平,并重兼顾”,可采取:继续紧抓改革和发展;进一步规范收入分配秩序;加快中西部中心城市建设;努力增加农民收入;发挥政府在再分配上的有效功能;加快建立健全完善的社会保障制度等,以促进和谐社会的构建。
Economic activity is the basis of the whole social harmony, while the basic point for the harmony of economic activity is to deal with the relationship between efficiency and equality properly. Realizing the union between efficiency and equality is the basis for constructing socialist harmonious society in our country. The Fifith Plenary Session of the 16th CCP of China pointed out, ＂modulating income division reasonably＂, ＂laying emphasis on social equality＂ specially. Facing the new situation which is caused by inequality, that is , the polarization of rich and poor affects the whole social harmony, we should adjust the policy on the relationship between efficiency and equality, and adopt the principle ＂efficient equality as well as attaching imporatnee to others＂. We can take some specific measures to promote the construction of harmonious society. The measures are shown as follows： continue to lay emphasis on the reform and development; further regulate the division rule of income; construct the central and western cities fast; try to add the farmers＇ in- come; develop the government effective function on re-division; speed up foundation of perfect social security system, etc.
