摘要
本文以赤峰市农业科学研究所为例,从科技产业主体和科技创新主体两方面,对“一所两制”改革的现状及存在的问题进行了分析,并在此基础上提出了适合我国现阶段基层农业科研机构企业化转制的渐进式改革模式。
In order to survive and develop in the reform of agricultural research system, most of local agricultural research institutes implement ＂one institute, two systems＂ transformation strategy. But the results haven＇ t reached the goals or targets the reformers expected. This paper takes the agricultural research institute in Chifeng City as a case to analyze its present situation and emerging issues from two aspects of innovation and commercialization. And then based on the analyses, a gradual reform model is put forward applicable to transforming research institutes into enterprise in the transition period.
