摘要
竹林资源是竹产业发展的基础环节,提高资源的总量和质量,对于促进竹产业持续健康发展有着十分重要的意义。中国作为竹产业大国,目前竹林资源培育和经营管理政策并不完全适应竹产业发展对资源的需求。文中针对现行竹产区竹林资源管理中普遍存在的政策问题,从产权制度、分类经营、鼓励提高质量、竹林可持续经营认证等方面提出了政策改革与创新的建议。
Bamboo resource is a foundation in bamboo industry. To increase the gross and to improve the quality of bamboo resources becomes more and more important to the industry sustainable development. But the policies on bamboo resources of China can not meet the needs of practice completely. After analysis of policy problems existed in bamboo resource management, suggestions for policy reform on property right institution, classification management, quality improvement and certification are proposed in this paper.
