摘要
关于东北老工业基地落后原因,国内观点不一,但归纳起来制度落后应为主要原因。因此,通过实证分析老工业基地制度落后现状及对中国国有企业改革的实际对制度变迁的诺思模型进行修正的分析,可以充分说明导致老工业基地落后的根本原因是围绕制度“锁定”原因的多因素综合作用的结果。
Viewing from the new institutional economics , this paper first gives a brief review and remarks about all the views conceming the reason why old industrial base in the Northeast falls behind. Then, on the base of the demonstration about the falling behind of old industrial base in the Northeast and the fact of the state - owned enterprises reform in China , the author modifies North＇s model and comes to the conclusion that the complex action of factors about＂ lock - in＂ of institution is the essential cause of the old industrial base falling behind. What follows next is an extending in common sense about the institution - change model of the state - owned enterprises j then the model of institution change about transitional economy is attempted to construct and finally policy suggestions on the institution innovation for old industrial base in the northeast China are brought up.
