摘要
对东北老工业基地的改造振兴 ,应以运用区域倾斜政策打破阻碍东北经济发展的桎梏为立足点 ,以区域倾斜政策促使旧体制消亡 ,以区域倾斜政策支付改革成本 。
This article is based on the point that regional slanting policy should be applied to smash the shackles that are hindering economic development in the northeast, and put forward the following countermeasures and suggestions on promoting the development of northeast old industrial base, first, utilizing slanting policy to make outdated system die out, secondly, utilizing slanting policy to pay the cost of reform, thirdly, utilizing slanting policy to provide system supply for market economy.
