抽水蓄能电厂的调峰服务分析及效益评估 被引量:11

摘要 随着我国电力市场试运行机制的发展,对辅助服务中的调峰问题进入了更深入的研究。针对我国电网调峰中机组的具体运行状态,提出了电力市场调峰的概念并对其进行了分类;针对抽水蓄能机组的调峰优势,结合抽水蓄能机组在电力系统中发挥的调峰作用,对蓄能电厂担任电力系统调峰任务时的经济效益进行分析,并结合实例对抽水蓄能机组担任调峰对电网产生的节煤效益进行计算和评估。结果表明,抽水蓄能机组调峰时所表现出的不只是自身电量的效益,更进一步表现在对系统整体运行上所产生的经济效益和系统效益。鉴于此,在目前电力市场环境下,由于参与竟价机组的经济效益主要体现在电量效益上,有必要开展对提供调峰服务的机组补偿机制,以促进电力市场的更进一步开展。 This paper focuses on peak-load regulation among ancillary services in the trial of power markets in China. Firstly, it introduces a concept of peak-power regulation in electric power markets based on the real operations of generating units used for regulating the power peak. Secondly, it analyzes the economic benefits of Pumped Storage Plants when the advantages of the peak-load regulation using pumped storage plants and the critical role of pumped storage in peak-load regulation in China are taken into account. Finally, it calculates and evaluates the benefits of using pumped storage in peak-load regulation in terms of coal-saving based on some examples. The calculation results indicate that a pumped storage plant has not only the benefit of providing electricity but also the benefits of system and economic efficiencies. It is suggested that we should give a proper compensation to the power plants offering peak-load regulation service in order to promote further development of power markets.
