摘要
人才是人力资源中最优秀的群体,人才的合理流动就会产生人才的聚集现象,当人才聚集现象发生质变时,就会产生人才聚集效应。从人才聚集现象入手,认真研究人才聚集现象与人才聚集效应的关系,科学确定人才聚集效应的概念及特征,对我国人才的合理流动、充分发挥人才作用具有积极的意义。
Talents are the most excellent group of personnels in human resources. The reasonable flowage of talent could result in the phenomenon of talent accumulation ,whose qualitative change will in turn bring about the effect of talent accumulation. On the basis of the phenomenon of talent accumulation ,to carefully study the relationship between phenomenon of talent accumulation and effect of talent accumulation, and to scientifically define the concept of effect of talent accumulation and its characteristics will make for the reasonable flowage of Chinese talents in order to bring their energy into full play.
