摘要
目前我国行政体制改革滞后,难以适应经济、政治、文化等发展的需要。科层制曾被认为是普遍有效的经典组织模式,但随着实践的发展,其弊端在各国的行政实践中日益显现。从分析韦伯的科层制及其优点、缺点入手,进而分析科层制在现代中国行政发展中的困境,在这两者的基础上对中国行政改革提出建议和政策思考。
Nowadays the administrative regime reform of China hasn＇ t advanced. It doesn＇ t adapt to the development of economy, politics and culture. Bureaucratic System was thought to be a classical and used system. But with the development of practice. Bureaucratic System＇ s disadvantages has come up in all countries of the world. this article discusses the problem mainly on the Weber＇ s Bureaucratic System disadvantages and its dilemma in Chinese administrative regime nowadays. And on the basis of the two, the autor try to put forward some suggestion and measures about the administrative regime reform in China.
