摘要
在对公共借阅权的基本理论问题进行概述的基础上,系统分析了我国数字图书馆领域引入公共借阅权的意义,深入探讨了公共借阅权的行使条件,最后提出了在今后数字图书馆实行市场准入以后,公共借阅权也不会与国民待遇原则相冲突的观点。
Based on a brief description of the basic theory of Public Lending Right （PLR）, this article makes a systematic analysis of the significance of introducing PLR to digital libraries in China. Then it probes into the conditions of exercising PLR. Finally, it puts forward the views that PLR will not be in conflict with National Treatment Principle even after digital libraries are admitted into market in future.
