摘要
本文从公共借阅权的定义出发,阐述了西方公共借阅权的发展历程、立法模式以及立法动向,结合我国国情分析了现阶段我国还不能实施公共借阅权制度的原因。
This paper has given a definition of public lending right,and elaborated on the development,legislative pattern and legislative trend of western public lending right.It has provided concrete analysis of the reasons why public lending right is not feasible in China concerning its specific situations.
