摘要
土地储备制度是政府经营城市的重要手段。本文以广州市为例,探讨该制度目前存在的法理依据不充分、运作资金来源单一、政府职能部门工作不协调、土地征收补偿标准不合理等问题,并从立法、运行机制及工作模式等方面提出解决存在问题的对策。
The land reservation system is an important measure for the government to administer a city, Taking Guangzhou for instance, this article discusses that there are several problems such as the laggard mechanism of lawmaking and the single source of money in the system. In order to resolve the issues,this article puts forward the corresponding countermeasures in the aspects of lawmaking, running mechanism and the model of working.
