摘要
城市土地储备制度是城市土地使用制度改革的一种新尝试 ,它对于促进城市土地市场的健康、规范发展 ,促进城市土地资源的优化配置具有积极的作用。但是 ,各地在具体运作过程中出现了片面追求高地价等问题 ,引起了社会各界的关注和忧虑。在分析城市土地储备制度概念及其运作方式的基础上 ,分析了城市土地储备制度运作过程中出现的问题 ,探讨了城市土地储备制度的功能定位与实现目标的途径。
Urban land reserve system is a new reform attempt of urban land use institution in China. It has positive effect on the urban land market development and urban land optimal allocation. At the same time, there are some problems that are very much concerned in society. This paper discusses the problems based on the analysis of the concept, function and operational mode of the land reserve system and puts up some suggestions to help make it realized.
