摘要
本文辩析了环境影响评价公众参与各可能实施主体的理论基础和法律依据,并分析其利弊。在此基础上,提出提高我国环境影响评价公众参与水平的实施主体的对策建议。
The theoretical foundation and legal bases of different subjects of public participation in environmental impact assessment were discussed,and analyzed their advantages and disadvantages.On this basis,it advanced that the countermeasures and the suggestions of subject of public participation in environmental impact assessment to enhancing public participate level of our country environmenta1 impact assessment.
