摘要
对于地方电网,制定合理可行的黑启动方案对系统的快速有序恢复有极大的帮助。根据地方电网与省级电网黑启动方案的区别,重点讨论了地方电厂启动的相关问题,介绍了对地方电厂进行调研时应注意的问题,指出了黑启动过程中一些容易被忽略的问题,并对相应的解决措施进行了分析,可以为地方供电公司黑启动预案的设想和制定提供有效的参考。
A feasible and efficient black start scheme is extremely helpful to quick and orderly restoration of regional power systems (RPS). Based on the differences in the black start schemes between RPS and provincial power systems, the discussion focuses on issues concerning the black start of regional power plants, such as the investigation method. Some important but easily neglected problems during the process of black start are presented and the corresponding solutions are proposed. The analysis in this paper may be helpful to the regional electric power companies in proposing and developing schemes of black start.
