摘要
目的:通过对比分析军队医改前后军队人员医疗费用的变化,探索改革对军队医院医疗经费的影响。方法:采用SPSS软件对医改前后的门诊与住院医疗费用数据进行了汇总、比较和分析。结果:1门(急)诊医疗总费用下降幅度1.49%;其中现役军人增长3.65%,职工和家属则分别下降34.38%、3.42%。2门(急)诊治疗总人均费用上涨13.66%,以军职及以上干部上涨幅度最高。3住院医疗总费用增加15.08%,现役军人增长35.68%,职工和家属则分别下降33.69%、40.97%。结论:军队医疗保障制度改革基本达到预期目标:1分类保障模式初步形成。2军队伤病员医疗保障水平明显提高。3合理医疗消费的机制基本建立。4基层保障能力明显增强。
Objective: By analyzing the change of medical treatment expense after the military hospitals reformed, the article discussed the effect of military health care system reform on medical treatment expense. Materials and methods: Using SPSS software, the author collected, compared and analyzed the materials from outpatient service and inpatient from 2002 to 2003. Results: ① Total expense in out-patient dropped by 1.49%, the expense of active duty rose 3.65%, while the employees and dependents dropped by respectively 34.38%, 3.42%.② Average expense in out-patient rose 13.66%.③ Total expense in in-patient rose 15.08%, the expense of active duty rose 35.68%, while the employees and dependents dropped by respectively 33.69%, 40.97%. Conclusion: The information suggested that the reform of military health care system achieve the desired results: ① Classifying care mode formed initially. ② The level of medical care of military personnel rose obviously. ③ The mechanism of reasonable medical consumption was founded basically. ④ Primary care ability was strengthened obviously.
