摘要
本文简要介绍了军队医疗保障制度改革 (医改 )扩大试点的主要经验和做法 ,并从医改扩试方案全面推开、医改政策得到基本认可、官兵保障水平得到提高和医疗管理进一步加强等四个方面总结了医改扩试取得的成效。并就下一步医改工作需进一步研究完善医改政策、提高经费保障水平、加强组织管理等三个方面工作进行了讨论。最后阐述了必须把提高官兵医疗保障水平作为衡量医改成败的根本标准、必须把解决好医改重点问题作为改革的突破点、必须不断提高医疗服务质量、必须深入研究和改进医院的运行机制 ,以进一步加强军队医疗保障制度改革的工作指导。
The author introduced the main experiences and methods in experimental units promotion of military medical insurance system innovation, and summarized the effects from four aspects, promotion of the project, improvement of soldiers' health services, increasing of financial supports and enforcement of medical administration. Also discussed that improvement of health policy, increasing of financial supports and strengthening of organization and management should be researched in future. At last, the author put forward that the improvement of soldiers' health services is the standard weighing the innovation, the settlement of key problems is the breakthrough of the innovation, the direction of military medical insurance system innovation should based on improvement of medical quality and hospital operating mechanism.
